Frank Fisher was born 24 May 1879 in Green Turtle Cay, Abaco, Bahamas to Christopher Columbus Fisher (1846-1910) and his first wife, Mary Sweeting (c.1847-1884).

The Fisher family emigrated to Florida in the 1880s – after the early death of Mary Fisher of consumption in 1884. In the 1900 Census, Frank was living with his sister Sarah Ellen Fisher and her husband Richard Russell in Key West.

Frank married Eliza Irene “Lottie” Russell (1879-1938), daughter of Richard H Russell and Catherine Ann Johnson Russell, 28 June 1901, in Monroe County, Florida.
